
Franklin “Frank” Cooper, 60 of Tampa, passed away on Friday, November 26, 2021. He moved to Florida in 1990 from Maryland and was a concrete specialist, building, pool decks, sidewalks and driveways. Frank was Methodist in faith and was an avid fisherman and gardener. He is survived by his lifetime partner, Cecilia Smallwood’ daughter and son-in-law, Heather and Joshua Goslin, his aunt, Nancy Cooper and cousin, Johnny Cooper. Also surviving are his grandchildren, Joshua, Jr., Gracie, Lucas and Gunner.
Frank was predeceased by his parents, Charles David Cooper, Sr. in 2017 and Marline Cooper in 1995 as well as his brother, Charles David Cooper, Jr in 2015.
Services will be held at a later date in Maryland.
